【第十一国使戒】
[Eleventh (Light) Precept (Against Being) National Emissaries]
若佛子!不得为利养恶心故,通国使命,军阵合会,兴师相伐,杀无量众生。而菩萨尚不得入军中往来,况故作国贼。若故作者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, [they] must not for gains, [with] evil minds thus, [for] whole nations [be] emissaries, [with] battle formations gathering [and] assembling, dispatching troops [for] attacking one another, [to] kill immeasurable sentient beings. And Bodhisattvas also must not enter armies within, [to] associate [with them], moreover [to] intentionally be national traitors. If [there are] those thus doing [them, they] commit [a] light defiled transgression.
Note [131] Never Facilitate Wars: Do not, for any country, be an intermediary to facilitate war for killing, or associate with armies for so.
Practice Summary:
(80) Do not for benefits be state envoys who command battle formations and dispatch troops to attack and kill.
(81) Do not enter and associate with the military, or be national traitors.
【第十二贩卖戒】
[Twelfth (Light) Precept (Against) Selling]
若佛子!故贩卖良人、奴婢、六畜、市易棺材板木、盛死之具,尚不应自作,况教人作。若故作者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, [of] intentionally selling good persons, slave servants, [the] six [domesticated] animals, [and in] markets trading [for] coffins’ planks [of] wood, [as] instruments of containing [the] deceased, [they] also should not personally do [them], moreover [to] instruct others [to] do [them]. If [there are] those thus doing [them, they] commit [a] light defiled transgression.
Note [132] Never Sell Enslaved Sentient Beings And Coffin Wood: There must not be selling and encouraging of selling, of enslaved humans and (the six domesticated) animals (such as pigs, cows, sheep, horses, chickens and dogs), and wood needed for coffins. (To profit from such wood is to hope that more die, thus not having Right Thought [正思维].)
Practice Summary:
(82) Do not sell good persons, slave servants and animals.
(83) Do not trade in wood for making caskets.
(84) Do not teach others to do the above.
【第十三谤毁戒】
[Thirteenth (Light) Precept (Against) Slandering]
若佛子!以恶心故,无事谤他良人、善人、法师、师僧、国王、贵人,言犯七逆十重。于父母兄弟六亲中,应生孝顺心,慈悲心,而反更加于逆害,堕不如意处者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, with evil minds thus, without matters slandering good persons, wholesome persons, Dharma Teachers, monastic teachers, countries’ Kings [and] respected persons, saying [they have] committed [the] Seven [Heinous] Transgressions [and the] Ten Heavy [Precepts]. For fathers, mothers, brothers, [sisters and] six [close] relatives within, [they] should give rise [to the] mind [of] filial piety, [and the] mind [of] loving-kindness [and] compassion. Yet, [of] those [who] instead, [have] even more opposing [and] harming [of them, to] fall [into] places not as wished, [they] commit [a] light defiled transgression.
Note [133] Never Slander: There must not be slander of anyone as having done great evils, especially the good, respected, teachers, monastics and Kings.
Note [134] Be Filial With Loving-Kindness And Compassion: Instead of opposing and harming them, there should be filial piety, loving-kindness and compassion for relatives, (who are ‘all sentient beings’ over many past lives).
Practice Summary:
(85) Do not slander the good, Dharma Teachers, monastics and Kings, as those who have created the Seven Heinous Transgressions (below) and broken the Ten Heavy Precepts (above).
(86) Within all relationships, give rise to filial piety, loving-kindness and compassion, instead of going against and harming them.
Seven Heinous Transgressions (七逆罪):
(i) Causing Buddha’s body to bleed (出佛身血)
(ii) Killing of father (杀父)
(iii) Killing of mother (杀母)
(iv) Killing of senior (venerable) monastic (杀和尚)
(v) Killing of Ācārya (杀阿阇梨)
(vi) Breaking up the Karma and Dharma wheel-turning Saṃgha (破羯磨转法轮僧) (Karma monastics [羯磨僧] are those in charge of Repentance and Precepts’ matters)
(vii) Killing of noble persons (杀圣人)
(i) to (v) are the Five Heinous Transgressions (五逆罪) and (i) to (vii) are the Seven Heinous Transgressions (七逆罪) which lead to fall into the Uninterrupted Hell (无间地狱).
【第十四放火焚烧戒】
[Fourteenth (Light) Precept (Against) Setting Fires (For) Burning]
若佛子!以恶心故,放大火烧山林旷野。四月乃至九月放火,若烧他人家屋宅、城邑、僧坊、田木、及鬼神官物,一切有主物,不得故烧。若故烧者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, with evil minds thus setting great fires, burning mountains, forests, open fields [and the] wilderness, [from the] fourth month up to [the] ninth month setting fires, if burning other persons’ family houses [and] residences, cities, monastic quarters, fields [and] trees, and ghosts [and] gods’ official objects, all items [that] have owners, [they] must not thus [be] burnt. If [there are] those [who] thus burn, [they] commit a light defiled transgression.
Note [135] Never Set Fires Indiscriminately: There must not be burning for clearing of mountains, forests, fields and the wild, when many sentient beings, their homes and properties will be harmed and destroyed.
Practice Summary:
(87) Do not set fires to burn mountains, forests and the wilderness.
(88) Do not burn others’ houses, residences, cities, monastic quarters, fields, trees, official objects of ghosts and gods and all objects with owners.

【第十五僻教戒】
[Fifteenth (Light) Precept (Against) Unorthodox Teachings]
若佛子!自佛弟子,及外道人恶人、六亲、一切善知识,应一一教受持大乘经律,应教解义理,使发菩提心、十发趣心、十长养心、十金刚心。三十心中,一一解其次第法用。而菩萨以恶心瞋心,横教他二乘声闻经律、外道邪见论等,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, personally [to] Buddhas’ disciples, and external paths’ evil persons, six close [relatives, and] all good-knowing [friends, [they] should one [by] one teach [to] receive [and] uphold [the] Great Vehicle’s Sūtras [and] Discipline, [and] should teach [and] explain [their] meanings [and] principles, [to] enable [them to] give rise [to the] Bodhi Mind, Ten Setting-Outs’ Minds, Ten Nurturances’ Minds [and] Ten Vajras’ Minds. Within [these] thirty minds, one [by] one explain their sequence, principles [and] functions. Yet, [if] Bodhisattvas, with evil minds [and] angry minds, disorderly teach others [the] Two Vehicles’ Sūtras [and] Discipline, external paths’ evil views, treatises [and] others, [they] commit [a] light defiled transgression.
Note [136] Teach The Great Vehicle: There should be systematic teaching of those capable to give rise to the Bodhi Mind, for practising the Sūtras and Discipline for Buddhahood. There must not be ill-intended, impatient and chaotic teaching of the Small Vehicle and external paths’ teachings and Precepts instead.
Practice Summary:
(89) Teach external paths’ evil persons, relatives and all good-knowing friends, to receive and uphold the Great Vehicle’s Sūtras and Discipline’s meanings and principles.
(90) Enable them to give rise to the Bodhi Mind, Ten Setting-Offs’ Minds, Ten Nurturances’ Minds and Ten Vajras’ Minds, explaining their sequence, principles and functions.
(91) Do not with hatred and anger, disorderly teach the Small Vehicle’s Sūtras and Discipline, external paths’ evil views, treatises and others.
【第十六为利倒说戒】
[Sixteenth (Light) Precept (Against) For Benefits Invertedly Speaking]
若佛子!应好心先学大乘威仪经律,广开解义味。见后新学菩萨,有从百里千里来求大乘经律,应如法为说一切苦行。若烧身烧臂烧指。若不烧身臂指供养诸佛,非出家菩萨。乃至饿虎狼师子,一切饿鬼,悉应舍身肉手足而供养之,然后一一次第为说正法,使心开意解。而菩萨为利养故,应答不答、倒说经律文字、无前无后、谤三宝说者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, [they] should, [with the] good mind, first learn [the] Great Vehicle’s majestic conduct, Sūtras [and] Discipline, [and] extensively teach [and] explain [their] meanings’ flavour. Seeing later new learning Bodhisattvas, having from [a] hundred lǐs [and a] thousand lǐs come [to] seek [the] Great Vehicle’s Sūtras [and] Discipline, [they] should according [to the] Dharma, for [them] speak [of] all ascetic practices. Perhaps burning [the] body, burning [an] arm, [or] burning [a] finger. If not burning [the] body, arm [or] finger [to] offer [to] all Buddhas, [they are] not Bodhisattvas [who have] departed [from the] household [life]. And even [for] hungry tigers, wolves, lions [and] all hungry ghosts, all [should] relinquish [their] bodies, flesh, hands [and] feet, then offering them, afterwards, one [by] one, sequentially for [them] speaking [the] Right Dharma, [to] enable [their] minds [to be] open [to its] meanings [with] understanding. Yet, those Bodhisattvas, for gains thus, [for what] should [be] answered not answering, invertedly speaking [the] Sūtras [and] Discipline’s words, without [that] before [and] without [that] after, [with that] slandering [the] Triple Gem spoken, commit [a] light defiled transgression.
Note [137] Learn The Great Vehicle: There must be detailed learning of the teachings and these Precepts for Buddhahood, and for teaching of them well.
Note [138] Teach Asceticism: For beginner Bodhisattvas coming from afar, all ascetic and offering practices should be taught (for those capable), to express commitment to the Buddha path.
Note [139] Relinquishing Of Bodies: (For those capable), there should be relinquishing of one’s body or its parts to hungry animals and ghosts, and teaching of the Dharma systematically.
Note [140] Proper Teaching And Answering: There must be systematic answering of Dharma questions, and right speaking of the Sūtras and Discipline, without slandering the Triple Gem, or pining for gains.
Practice Summary:
(92) With the good (Bodhi) Mind, first learn the Great Vehicle’s majestic conduct, Sūtras and Discipline extensively to understand their meanings.
(93) When seeing beginner Bodhisattvas, from afar coming to seek the Great Vehicle’s Sūtras and Discipline, for them speak of all ascetic practices.
(94) Monastic Bodhisattvas should burn their body, arm and/or finger to offer to all Buddhas (to express commitment to walking the Buddha path for all).
(95) Offer body, arms and legs to hungry tigers, wolves, lions and all hungry ghosts, and for them sequentially speak the Right Dharma.
(96) Do not, for gains, for what should be answered not answer, invertedly speak on Sūtras and Discipline’s words, without the front and back, to slander the Triple Gem.

【第十七恃势乞求戒】
[Seventeenth (Light) Precept (Against) Relying On (The) Powerful (To) Beg (And) Seek]
若佛子!自为饮食钱物利养名誉故,亲近国王王子、大臣百官,恃作形势,乞索打拍牵挽,横取钱物,一切求利,名为恶求多求、教他人求,都无慈心,无孝顺心者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, personally for drinks [and] food, money [and] valuables, gains [and] fame thus, get close [to] countries’ Kings [and] Princes, great ministers [and a] hundred officials, rely [and] act [upon their] authority, beg [and] demand, beat [and] drag [others, for] unruly obtaining [of] money [and] valuables, all [for] seeking benefits, named as evil seeking [and] much seeking, [and] those instructing other persons [to] seek, all without [the] compassionate mind, [and] without [the] mind [of] filial piety, [they] commit [a] light defiled transgression.
Note [141] Never Abuse Power: There must not be, for benefits and name, associating with government officials. There must not be personally riding on their power, to implicate others wrongly for gains, or teaching of others to do so, without compassion and filial piety.
Practice Summary:
(97) Do not, for drinks and food, money and objects, gains and reputation, be close to Kings, Princes and officials, to rely on their power, to beg and seek, beat and implicate others for requests.
(98) Do not teach others to seek without compassion and filial piety.
【第十八无解作师戒】
[Eighteenth (Light) Precept (Against) Without Understanding Being Teachers]
若佛子!应学十二部经。诵戒者,日日六时持菩萨戒,解其义理,佛性之性。而菩萨不解一句一偈,及戒律因缘,诈言能解者,即为自欺诳,亦欺诳他人。一一不解,一切法不知,而为他人作师授戒者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, [they] should learn [the] twelve divisions [of] Sūtras. Those reciting [these] Precepts, [should] every day [in the] six periods uphold [these] Bodhisattva Precepts, understand their meanings [and] principles, [the] nature of Buddha-nature. Yet, those Bodhisattvas, [who do] not understand one line [and] one verse, and [these] Precepts [and] Discipline’s causes [and] conditions, lying [by] saying [they are] able [to] understand [them], then with themselves cheated [and] deceived, also cheating [and] deceiving other persons. [With] each [and every] one not understood, [and] all [of the] Dharma not known, yet for other persons becoming teachers [who] confer [these] Precepts, [they] commit [a] light defiled transgression.
Note [142] Understand The Sūtras And These Precepts: There should be learning of all Sūtras, and upholding of these Precepts at all times, with understanding of their significance and connection to one’s Buddha-nature. There should not by lying to say one understands these, then ‘teaching and conferring’ these Precepts.
Practice Summary:
(99) Learn all Sūtras.
(100) Recite these Precepts.
(101) Constantly uphold these Precepts.
(102) Understand these Precepts and Buddha-nature.
(103) Do not lie about understanding these Precepts, to deceive anyone.
(104) Do not, without Dharma understanding, for others teach or confer these Precepts.

【第十九两舌戒】
[Nineteenth (Light) Precept (Against) Double-Tongued (Speech)]
若佛子!以恶心故,见持戒比丘,手捉香炉,行菩萨行,而斗构两头,谤欺贤人无恶不造。若故作者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, with evil minds thus, seeing Bhikṣus upholding Precepts, [with] hands clutching incense burners, practising Bodhisattva practices, yet provoking contention [at] both ends, slandering [and] deceiving virtuous persons, without evils not created. If those intentionally do [these, they] commit [a] light defiled transgression.
Note [143] Never Slander, Provoke And Deceive: There should not be slandering of those upholding these Precepts and practising the Bodhisattva path, to provoke and deceive with all evils.
Practice Summary:
(105) Do not hatefully, when seeing others with Bodhisattva practices, create contention between them.
(106) Do not slander and cheat virtuous persons.
【第二十不行放救戒】
[Twentieth (Light) Precept (Against) Not Practising Releasing (And) Saving (Of Lives)]
若佛子!以慈心故,行放生业。一切男子是我父、一切女人是我母,我生生无不从之受生,故六道众生皆是我父母。而杀而食者,即杀我父母,亦杀我故身。一切地水,是我先身,一切火风,是我本体,故常行放生。生生受生,常住之法,教人放生。若见世人杀畜生时,应方便救护,解其苦难,常教化讲说菩萨戒,救度众生。若父母兄弟死亡之日,应请法师讲菩萨戒经律,福资亡者,得见诸佛,生人天上。若不尔者,犯轻垢罪。
If [as] Buddhas’ [Bodhisattva] disciples, with [the] mind [of] loving-kindness thus, practise [the] karma [of] releasing lives. All males are my fathers, [and] all females are my mothers, [from whom], I, life [after] life, [are] without [those] not from them receiving birth. Thus, [the] six paths’ sentient beings [are] all my fathers [and] mothers. Those then killing, then eating [them, are] then killing my fathers [and] mothers, also killing my past bodies. [As] all earth [and] waters, are my former bodies, all fires [and] winds, are my original essence, thus constantly practise releasing [of] lives. [From] life [to] life receiving birth, constantly abide [in] this Dharma, [and] instruct others [to] release lives. If, when seeing [the] world’s people killing animals, [they] should skilfully save, protect [and] liberate them [from] suffering [and] difficulties, constantly teaching [and] transforming, explaining [and] speaking [these] Bodhisattva Precepts, [to] save [and] deliver sentient beings. If [on] days of fathers, mothers, brothers [and sisters’] deaths, [they] should invite Dharma Teachers [to] speak [these] Bodhisattva Precepts’ Sūtras [and] Discipline, [for] blessings [as] provisions [for] those deceased, [to] attain sight [of] all Buddhas, [to be] born [in the] human [path and the] heavenly [path] above. If [there are] those not [doing] thus, [they] commit [a] light defiled transgression.
Note [144] Never Kill And Eat Sentient Beings: As all sentient beings were our parents in many past lives, there must not be killing and eating of them.
Note [145] Release Captive Sentient Beings: There should instead be compassionate releasing of beings about to be killed, and teaching of others to do so. When seeing others killing them, they should be skilfully saved, protected and liberated from suffering, teaching them these Precepts.
Note [146] Facilitate Good Rebirths: There should be speaking of these Precepts on relatives’ days of death to create blessings for them, for facilitating good rebirths. Practice Summary:
(107) Practise releasing of lives with compassion.
(108) Do not kill (and eat) sentient beings (as this is to kill your own body).
(109) Practise the above life after life, and teach others to do so.
(110) If seeing others killing animals, they should be skilfully saved, protected and liberated from their suffering and difficulties.
(111) Constantly teach and transform by speaking these Precepts, to save and deliver sentient beings.
(112) If on family members’ days of death, invite Dharma Teachers to speak on this Bodhisattva Precepts’ Sūtra and Discipline, with the blessings as provisions for the deceased to see the Buddha(s), be reborn as human, heavenly beings (or in Pure Land).
如是十戒,应当学,敬心奉持,如灭罪品中广明一一戒相。
Thus, [are the second] ten [Light] Precepts, [which] should [be] learnt, [with the] reverent mind upholding [them], like [that the] Chapter [On] Eliminating Transgressions within extensively explains [on] each [and every] one [of these] Precepts’ forms.
